International forces in Dili reach agreement

The international forces in East Timor have reached an agreement about the coordination of the military and police forces in the field. Representatives of the four countries reached the agreement during an urgent meeting after an incident between Australian and Portuguese soldiers yesterday.

In the agreement reached between Australia, New Zealand, Malaysia, Portugal and the Timorese government, operational autonomy is given to the international forces, which will operate in cooperation and coordination with each other.

The agreement also stated that in an initial phase Dili will be divided into sectors, and each area will be under the control of an international force. Outside of its area of responsibility, the military or police force will only be able to operate if other international forces request their actions. Also was agreed that the police forces will assume total control of the city after the military forces leave their current occupied positions. A situation that is expected after the arrival of the remaining equipment, mainly vehicles, for the Portuguese Republican National Guard (GNR) and the arrival of the remaining Malaysian police officers and their equipment.

In an official notice, the Timorese Foreign Minister, José Ramos Horta stated that “the objective on a long run is for the GNR to operate has a tactical intervention force in all the city of Dili”.

Ramos Horta explained that “in the next days, maybe already tomorrow morning, they [the Australian, Malaysian, New Zealand and Portuguese forces] will do some coordination training, in way to assure that the four forces know exactly what each one will do”. “Since some are from the Army and the others [Portuguese Republican National Guard] are a specialized police and that they never worked together, its useful to carry out some practical exercises”, he added.

In another subject, Ramos Horta explained that the Australian soldiers that are in Maubisse, next to a rebel group lead by major Reinado, and in Gleno, Ermera, next to another group of “military opponents”, are there “containing those elements”.

“Those groups are not comparable with other people that are here in Dili and that must be disarmed”, Ramos Horta said.

“The Australian presence in Maubisse and Gleno aims in containing those groups on their areas, until arrives the moment in which the President decides that is time for also mister Alfredo Reinado and the others to put down their weapons”, he said. “This is not urgent because they are not causing problems to anyone”, he justified.

The urgency of the resolution and clarification of the command and cooperation of the international forces was originated after an incident between Australian and Portuguese soldiers. When yesterday a Portuguese GNR patrol transported three people to a temporary detention center managed by Australian soldiers.

The detainees were arrested by a GNR Special Operations team, after being caught looting a governmental warehouse, in Balide, Dili.

The Australian soldiers then refused to receive the detained men, questioning the legitimacy of the Portuguese soldiers to make arrests. The Portuguese contingent transported the detainees to the Timorese prison services in Dili.

A 30 meter section of a gas pipeline in Luka (near Kiev) in Ukraine has been destroyed by an explosion. Although supplies to Europe via this pipeline have stopped, Ukrainian Energy Minister Georgi E. Boyko said that supplies to Europe would not be affected.

“There are no changes in volumes of gas being transported,” Yuri Korolchuk said. “Volumes due to pass through the damaged section are being redirected through the Soyuz pipeline.”

Normal flows are reported in the Czech Republic, Hungary, Poland and Romania.

Copper prices are rising. Between record copper imports from China, and a mining strike in Peru, the prices have climbed to over $8100 (United States dollars) a tonne, for a gain of $575 dollars over the last week. However the upward trend is not new, it has been climbing for quite some time. In April 2003, the price of copper was under $2000 a tonne.

The metal market has been tending up due to growth in the Chinese industrial production. This trickles down to the local level, where the buying price at scrap yards is ever climbing, making scrap metal collection a more profitable endeavour for individual people using pick up trucks or other such vehicles to collect and cash in the scrap metal at metal buying yards. It can be collected via agreements with businesses, from the garbage, or, sometimes, by theft.

Copper prices fell today on the NYMEX commodity exchange from US$3.7545 per pound to US$3.7125 based on the July futures contract.

One man was killed and another injured by an exploding backpack in the parking lot of the Luxor Hotel in Las Vegas, Nevada. The explosion happened at 4 a.m. PDT when the victim tried to remove a the object left on top of his car.

Agents from the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) are on the scene. Aerial images did not show any apparent damage.

“We believe the victim was the intended target of this,” Bill Cassell said, spokesperson for the Las Vegas Metropolitan Police Department. “This is being treated as a homicide in which the weapon used to cause death is a non-traditional weapon.”

Both of the victims worked at the Luxor.

Professional wrestler Chris Benoit and family found dead

Canadian professional wrestler Chris Benoit, who performed for World Wrestling Entertainment (WWE), was found dead, along with his wife Nancy, 43, and their son Daniel, 7, in their home in Atlanta, Georgia on Monday. Police are calling the deaths a “double murder-suicide.”

“There are no further details at this time, other than the Benoit family residence is currently being investigated by local authorities. WWE extends its sincerest thoughts and prayers to the Benoit family’s relatives and loved ones in this time of tragedy,” said a statement posted on the WWE website.

Scott Ballard, Fayette County District Attorney, says that “the details (of the incident), when they come out, are going to prove a little bizarre.”

Fayette County Sheriff deputy Lt. Tommy Pope stated that police found the family at about 2:30 p.m. (eastern time) when the WWE called police and asked them to do a “welfare check” after friends stated that Benoit sent them “curious text messages.” It is reported that Benoit missed several meetings which prompted the call to police. Pope also stated that police were “not actively searching for any suspects outside of the house.”

In a press conference, the Sheriff’s Office released the details that Benoit’s wife and son had both died of asphyxiation. He also hinted that the wife had been bound. TMZ.com is reporting that Benoit strangled his wife on Friday, smothered his son on late Friday or early Saturday, and then hanged himself inside his weight room on late Saturday, Sunday, or Monday.

Benoit was scheduled to wrestle in Houston, Texas for a match at WWE’s Vengeance pay-per-view event on June 24. However, Benoit flew home due to “personal reasons,” said Jim Ross, the announcer for WWE events.

Benoit was a professional wrestler with the nickname The Canadian Crippler, who wrestled for New Japan Pro Wrestling, Extreme Championship Wrestling, World Championship Wrestling, and World Wrestling Entertainment. His wife Nancy was known in the wrestling ring as Woman and Fallen Angel. She was a valet and manager and also wrestled for Jim Crockett Promotions, Extreme Championship Wrestling and World Championship Wrestling.

The Skinny On Buying A Baby Crib

There are many joys to welcoming a new baby into your home: the infectious laughter, the wide curious eyes drinking it all in; funny faces and gummy smiles; teeny toes and explorative little hands. Yes babies truly are little miracles when they aren t causing sleepless, howling nights, producing wretchedly foul diapers or pulling hair and poking eyes. And if America s Funniest Home Video s has taught us anything, they tend to execute many a frequent and powerful fist, t-ball bat or kick ball to the groin.

So why not try to eliminate all of your superfluous stress while you can by adequately preparing for the arrival of baby. The first thing you should do is order a crib. It s important to know and understand all of the criteria for buying a crib and familiarize yourself with your own special needs. So take a minute and read through this easy to follow prep list; help to ease some of your pre-stress before the real stress begins:

The Skinny on Baby Cribs

First things first, your baby will probably be spending the majority of his or her time in the crib. Almost two thirds of their fresh little lives are spent sleeping, or at least trying to. Being a baby takes up a lot of energy. Learning and adjusting to a brand new world can make someone very sleeping so it s important to have a safe and comfortable place to retire to.

It s important that the slats on your crib are close enough together that your baby won t be able to finagle his or her big, round head between them. It s also very important not to put a crib near or next to a window, especially one with blinds or drapery. It s possible for babies to strangle themselves with the cords on blinds or drapes, and there have been some tragic incidences where babies have pushed themselves through loose screens on windows. If the dimensions of a room prevent you from being able to avoid a crib near drapes or a window, a good way of eliminating the danger is using a clothes pin to gather up and cinch the cords at the top or cutting the cord in half, so that instead of a loop, you have two straight lines.

Finally, it s a good idea to buy a crib that has adjustable railings so that you will be able to pick up your baby with ease. Many cribs today are made with railings that lower on both sides and even have storage drawers beneath the crib, for added convenience.

The Skinny on Safety

There are some crucial regulations that you should know before purchasing a crib; measurements and safety regulations that you should be sure to arm yourself with before you take on the daunting task of picking out a crib:

The space between crib slats should be absolutely no more than 2 and 3/8 inches

The drop sides must be, at the very least, 9 inches above the mattress support when in the lowered position

When in the raised position, the top of the drop side must be at least 26 inches above the mattress support at its lowest position

The standard crib size mattress (51 inches long by 27 inches wide) should fit snugly within the crib frame; if you can fit two fingers between the mattress and the frame than the mattress is too small and there is a chance that your baby could become dangerously stuck in this space

The Skinny on Everything Else

There is a little controversy surrounding whether or not baby bumpers (those soft pads that line the inside of a crib) are actually safe to have in a crib with your baby. They were originally considered a safety feature, preventing babies from being able to slip their heads between the rails and other dangers, however recently a growing number of organizations including the American Academy of Pediatrics have deemed them unsafe, and a hazard to your child s safety.

Also, any crib made before 1973, in other words, any crib made before a rigid set of safety standards were solidified for baby cribs, are more likely to malfunction and pose a threat to your baby. Some organizations suggest that you try to avoid second hand cribs in general as used cribs are apparently the cause of over 50 infant deaths per year.

Finally, try to avoid decorative detail on cribs. Protruding pieces can break off and create choking hazards; as well, cut out designs along the side of the crib have been known to trap babies arms and legs causing physical injury.

So there you have it; an excellent jumping point from which to begin your search for the perfect crib. Sebastian Vettel wins 2009 British Grand Prix

Red Bull Racing driver, Sebastian Vettel won the FIA Formula One 2009 Santander British Grand Prix from pole at the Silverstone Circuit, Northamptonshire, England. His teammate, Mark Webber, came second.

As the current leader of this season Jenson Button started sixth on the grid of his home Grand Prix, his BrawnMercedes teammate Rubens Barrichello took third joining Red Bull’s drivers on the podium.

Felipe Massa came fourth for Ferrari) despite starting eleventh. Jenson Button came very close to Massa and and Nico Rosberg from Williams but was unable to pass them and came only sixth gaining three points for the Brawn team.

Jarno Trulli (Toyota) and Kimi Räikkönen (Ferrari) closed the top eight.

Trulli’s teammate, Timo Glock came ninth with Giancarlo Fisichella on his back – a good result for the Force India team.

Jenson Button still leads the drivers’ standings with 64 points so far, 23 points ahead of his teammate and 25 ahead of Vettel. The constructor’s championship is topped by Brawn GP with more than a hundred points, Red Bull follows 30.5 points behind.

This year the British Grand Prix was expected to be the last held at Silverstone as Donington Park continues reconstruction to meet Formula One next year.

How Do You Set Consulting Fees?

One of the most frequent questions I receive from those who are trying to start or grow their own consulting business is: “How and what do you charge clients for your consulting services?”

The ways of billing clients are numerous. There are hourly rates, by-the-job fixed rates, contingency or performance arrangements, flat fee plus expenses, daily fee plus expenses, and many other methods of charging for your consulting services. Which one is best?

Let us consider some ways of billing for your time.

1. Hourly or Daily Rate

Many consultants charge by the hour or day. To establish an hourly or daily rate, they try to calculate the number of billable hours in a year. Many hours will be spent marketing and in administrative and other functions, so this time is not chargeable to the client. As well, vacation time, holidays, sick days, and so on, can not be directly billed to the client.

Consultants, like other businesses, must charge enough to cover their overhead expenses and also earn a profit. If a consultant wants to earn twenty-five dollars per hour of working time, he (or she) might have to charge one hundred dollars per hour to the client. This assumes one half billable hours and fifty percent overhead and profit.

Your hourly or daily rate may be limited by what your competition charges, especially if you have not positioned yourself as different from them.

2. Fixed or Flat Rate

Some consultants charge by the job or a flat rate. For example, a tax consultant might charge three hundred dollars to prepare a tax return for you and your spouse, including an unaudited income statement for your business from information supplied by you. If the consultant takes only one hour to do this, he grosses three hundred dollars per hour. If, though, the tax consultant miscalculates the time required, he could take twenty hours to complete the job and make only fifteen dollars per hour.

Of course, consultants can also make a profit on the labour of their employees or subcontractors.

Many consultants claim to make more on a flat rate than on a hourly basis. Advantages include being able to give a quote to the client up front and less disputes on price (as the total bill was agreed upon in advance).

To protect yourself on flat rate assignments, always limit the scope of your engagement to something that you can calculate easily.

For example, if you are asked to give a quote for setting up a website for a business, you might break this project into smaller assignments.

First, you could give a quote for preliminary research and recommendations. Estimate the time required to meet with the client, learn about his business and goals, develop strategies and a budget, and prepare recommendations on how to proceed. Then, give the client a quote (perhaps in the form of a one page letter agreement or proposal). Upon acceptance of the offer by the client in writing, you may proceed with this phase of the project.

Some consultants collect one-half of their fee up front and half upon assignment completion for each phase of the consulting project.

If the client doesn`t like your recommendations, at least you get paid for the work you did. Perhaps you can charge him to prepare alternative suggestions.

If your website project was not broken into smaller steps or assignments, you could find that you spent way more time on the project than anticipated.

Also, you might not find out until you present your bill for the whole project that your client won`t pay, either because he is not satisfied with the results or because he is unable or unwilling to pay.

Breaking down a project into smaller assignments helps you estimate more accurately and limits your financial exposure.

3. Contingency or Performance Arrangements

Sometimes clients will ask you to become their partner. If you do, you are no longer an objective consultant.

What if your client asks you to do management consulting for twenty-five percent of the net profits? Will there even be any profit by the time he writes off his car, home office, entertainment, travel, wages to self and family members, and other expenses?

On the other hand, if you are a marketing consultant that is absolutely certain that you can increase a client`s sales, you may feel confident charging a fee based on the increased sales volume of the client. Are you sure your client will co-operate with you in the attaining of this goal?

Some consultants charge a flat rate plus a percentage of ownership or profits for their services.

Fees based on contingency or performance arrangements are risky. Most consultants are better off charging a fair price for their services and leaving the risk of the client`s business to the client.

4. Value Based Fees

Sometimes consultants can justify fees based on their value to the client. For example, if you save a client one million dollars in taxes, your fee may be higher than normal to reflect the value of the services rendered.

You might pay an accountant or lawyer a fee of fifteen hundred dollars based on time for certain tax related services. What would you be willing to pay to legally save an extra million dollars in taxes? Ten thousand dollars, one hundred thousand dollars, or more?

Can you apply this information to your own consulting practice? Is there some particularly valuable service that you can render that would justify premium rates?

However and whatever you charge, be sure that your fee is a good value for your client and also compensates you fairly.

40 alleged drunken Santas accused of running amok

The conduct by a group of ‘Santas’ making an unclear statement last Saturday is not appreciated in the business district of Auckland, New Zealand. The event, organized in the discussion forum of an online skateboard magazine, caused big media publicity.

Alex Dyer, spokesman for the group, stated that Santarchy in Auckland is part of a worldwide phenomenon. It is disputed if Santarchy is a protest against the commercialization of Christmas or not.

Auckland Central Police spokesperson Noreen Hegarty said to the press that the rampage began in the early part of the afternoon when men wearing ill-fitting Santa costumes threw beer bottles and urinated on cars from an overpass, then rushed through a central city park, overturning garbage bins, throwing bottles at passing cars and spraying graffiti on office buildings.

“They came in, said ‘Merry Christmas’ and then helped themselves,” said a convenience store staff member Changa Manakynda, according to local newspapers.

One writer using the pseudonym ‘Le_SigNagE’ on the Santarchy! (or also known as the Santacon) website commented, “… after all, this is what Christmas is really about… mindless vandalism and petty theft.”

Another writer who posted under the pseudonym Santy Claus said of the media coverage,”There was some major misreporting and Chinese whispers. Breaking bottles and urinating under a bridge, became throwing rocks at buses and urinating on cars from an overpass. The ‘organisers’ as they were, saw little in the way of crime other than one santa attempting to board a foreign vessel by scaling 20 metres along a rope 60 feet in the air. The difficulty and motor skills involved in this task alone should be a defense in itself of being ‘drunk’ and ‘disorderly’.”

Due to Santa’s reputation for integrity and his strict media policy, his sparse communication is mostly one-way: receiving lists from children with wishes for Christmas. It is difficult to get his comment about New Zealands skateboard interested ‘Santas’.

SAHTECH, SEMI, and Semiconductor Industry to promote “SEMI Safety Guideline” in Taiwan

“Localization of ‘SEMI Safety Guideline'”, executed by Safety and Health Technology Center of Taiwan (SAHTECH) and supervised by Semiconductor Equipment and Materials International (SEMI), was announced today in Hsinchu, Taiwan.

This localization included several fields on health and safety of semiconductor manufacturing, certification testing on electrical devices, evaluations on fire or natural diseases, and environmental issues on semiconductor manufacturing devices, etc.. Companies and manufacturers from the semiconductor industry also paid more attentions on this guideline because issues on carbon-savings, earthquakes, fire diseases, and environment-efficiencies were included into this guideline.

This [safety] guideline was originally promoted by SEMI since 1975 and was set up according to industry infrastructures in Europe, America, Korea, Japan, and Taiwan. Currently, its standards from the S1 to S25 was completely ruled by several world-class executives in semiconductor industry, and the S26 standard for FPD industry, proposed in Taiwan, was also in several arrangements with the other countries.
The semiconductor industry is a high-value industry in every country. If a fabrication plant (fab) was vandalized with fire or earthquake, how will a company decrease its lossless after a disease? As of some examples from the other countries, several companies didn’t pay more attentions on devices’ safety and finally got a damn trouble on counting lossless after a disease. By the way, voltages on electric using will take effect on energy especially the wasting of CO2. We [the semiconductor industry in Taiwan] hope this announcement will drive on global safety standards.
Generally, the designs of a fab will take effect on possibilities when a disease take place in, and its scale will chain much wasting on manufacturing devices and materials. For example, when using fluorine in a fab, a company would consider using a gas tank car rather than a steel bottle. But due to environment and carbon-saving issues, some evaluations should be tested in a fab.

On the other side of the incoming trade show of 2008 SecuTech Expo, scheduled after 2 weeks at Taipei World Trade Center, not only main fields on security devices, information security, and fire & disease preventions, the digital monitoring will be a hot topic in security industry. For applications on fire & disease preventions, because its issues contained industrial applications and ESH (Environmental, Safety & Health) managements, if a company want to decrease the ratio of fire disease or earthquake, companies from safety and related industries should pay more attentions on disease preventions.
