Strong earthquake hits northern Pakistan

An earthquake measuring 6.0 on the Richter scale hit Pakistan on Thursday at 23.44 local time (+18.44 UTC). The epicentre was in the Hindukush mountain range. The earthquake was mainly felt in Islamabad, Rawalpindi, Muzaffarabad, Lahore, and Faisalabad.

The quake lasted approximately for twenty seconds. Many people rushed out of buildings, fearing that they would collapse, but no damage from the tremors was reported.

As the epicentre of the quake was deep in the mountains, along the border with Afghanistan, not much damage was caused. This is the second time that the region was hit by earthquake with an epicenter in the same region of Hindukush.

Last week, a 6.2 magnitude earthquake struck near the Afghanistan-Pakistani border.

Three firemen die fighting office block fire in China

An office block fire in Ürümqi, northwest China has claimed the lives of three firefighters and injured a fourth. The 12-storey dual-purpose office and market building was completely destroyed in the blaze, which also spread to and severely damaged an adjacent hotel.

According to a spokesman for Xinjiang fire brigade, an eyewitness reported that the fire, which started at around 8:20 p.m. local time on Wednesday night, originated in a stall selling mops on the first floor of the Dehui International Plaza. According to a security guard, the building had been emptied of customers 20 minutes before and consequently few people remained in the building at the time of the fire. Fire crews arrived within 15 minutes of the fire starting.

The plaza’s basement up to its fourth floor contained a total of approximately 2,000 stalls selling items such as clothes, cosmetics and toys. Floors five to 12 housed offices.

All 12 floors were engulfed by fire, and fire crews eventually abandoned efforts to tackle the conflagration amid fears of a collapse. The fire continued into Thursday afternoon, but has since been controlled. It burned for a total of nearly 22 hours. A neighbouring 20-storey hotel also caught fire; only the seventh floor was affected before the second building was put out. All guests were evacuated.

As of 6:30 p.m. there was still much smoke in the area, but no visible flames. Rescue workers remained unable to access the building due to continued intense heat. A total of 435 fire fighters and 84 fire engines were involved in the emergency response. 100 firefighters continue to check the hotel for any small fires, which may remain to be extinguished. Structural measures have been undertaken to prevent the steel framed plaza from collapsing when the metal comes into contact with cool night air, which typically falls to temperatures of minus 20 degrees centigrade.

The injured fireman has been hospitalised and is in a stable condition. The deceased were identified as Zhu Xiaolei, Zhang Yu and Gao Feng. They had been conducting a search of the building to check for anyone who may have been trapped. Feng was initially considered missing, but was subsequently confirmed to have died. It is presently believed no civilians were injured in the blaze.

A quantification for the value of damages caused is not yet available. Authorities have launched an investigation into the disaster.

Major explosions at UK oil depot

A series of large explosions have occurred close to Hemel Hempstead Hertfordshire, UK. The source of the explosions has been confirmed as the Hertfordshire Oil Storage Terminal (HOSL), Hemel Hempstead, known locally as the Buncefield complex. Up to 150 fire fighters are reported to be at the scene with 10 fire appliances and 1 specialist foamer.

The first ‘blast’ was heard near Hemel Hempstead on Sunday 11 Dec at 6 am. Further smaller explosions followed at 6:24am , 6:26am, 6:30am. BBC News 24 reported an additional, fourth large explosion. Hertfordshire Police Constabulary are currently treating the explosion as an accident.

Reports say the explosion, which registered 2.4 on the Richter scale, was heard as far away as Oxford, and Whitehall, Central London which is 60km (38 miles) away. Eyewitness statements report that the explosion was heard from at least 160km (100 miles) away and as far away as France and The Netherlands. Pilots reported noticing the blast from the North Sea and the West Country area of the UK. The M1 motorway which runs close by has been closed in both directions near the blast which is causing travel chaos as other roads become congested.

Malcom Stewart, a BBC News24 eyewitness who is a tanker driver for the site has reported that the site supplies several oil companies and is a joint operation between Total UK and Texaco, it is also used by BP, Shell and the British Pipeline association. The complex is not a refinery but a storage facility for refined petroleum awaiting distribution to airports and filling stations. The eyewitness reports that the depot has approximately 20 tanks which can hold about 3 million gallons (11 million litres or 70,000 barrels) each. Another News24 eyewitness has just reported that he has seen at least 5 of these tanks on fire.

The depot operates on a 24 hour basis and is split into 2 parts – aviation fuel and domestic fuel. A number of eyewitnesses have reported on UK news that the aviation fuel side appears to be the part of the site that has been affected.

Local authorities were not immediately available for comment but there have been reports of casualties.

Some reports on live television state that, “Several other neighbours said they did see a plane go into the depot.” BBC News 24 were also discussing the idea a possible plane crash as the cause of the explosions. Hertfordshire police have now gone on the record to say that there is no plane involved (BBC News24).

The police have issued a contact number 0800 096 0095 and asked that people do not call the emergency services in Hertfordshire directly unless it is an emergency.

In addition to being an oil storage depot, it is a major hub on the UK oil pipeline network with pipelines to Killingholme Lindsey Oil Refinery (LOR), Humberside (10 inch), Merseyside (10 and 12 inch), Coryton on the Thames Estuary (14 inch) and Heathrow (6 and 8 inch) and Gatwick airports radiating from it.

The disaster is believed to be the worst explosion at a petrochemical plant in the UK since the Flixborough disaster of 1974.Hertfordshire’s Chief Fire Officer Roy Wilsher said: “This is possibly the largest incident of its kind in peacetime Europe.”

A firefighting press officer said that they are stock piling foam from neighboring regions for a prolonged attach which they hope will stop the spread of the fire, however, the inferno itself will have to burn out which could take between 24 hours and a few days.

Despite the authorities saying that there is no need to panic buy petrol, filling stations have had above average queues since this morning and some small garages have ran out.

World’s biggest polluters won’t cut back on fossil fuel

Six of the world’s major polluters, who participated in this week’s Asia Pacific Partnership on Clean Development and Climate (AP6 or APPCDC), have launched a multi-million dollar fund to develop clean-energy, but stressed they will be heavily reliant on polluting fossil-fuels for generations to come.

Green groups, labelling the talks a sham, have condemned the climate talks which were held in Sydney, Australia as a “coal and nuclear pact” between the big polluters and fossil-fuel firms. Australian climate change observers have attacked the AP6 outcomes as grossly irresponsible, saying the Federal Government is willing to accept the reality of runaway climate change.

A communique released by the AP6 states: “We recognise that fossil fuels underpin our economies, and will be an enduring reality for our lifetimes and beyond” – the document said. Green groups say the pact has missed a vital opportunity to commit to renewable energy sources. They say the two-day meeting failed to make any serious commitments in combatting global warming.

Combined, the United States, China, Japan, India, South Korea and Australia, account for around half the globe’s greenhouse gases. The six countries set up the summit as an ulterior method of tackling global warming outside the Kyoto Protocol by, they say, focussing on “clean-energy technology.”

Nuclear Power, clean coal technologies, geosequestration and industry-driven environment funds were some of the proposals raised at the summit. Unlike the Kyoto Protocol the six nations have not set any targets to cut greenhouse gases.

Climate change observers have broadly criticised the AP6 as a waste of time. Australian Climate Institute’s Clive Hamilton says the meeting did little to cut greenhouse gas emissions. “I think really this conference is about trying to protect the long-term future of the coal industry,” he said. “If you look at the sort of business people who have a seat at the table at the conference in Sydney, they overwhelmingly represent the polluting industries rather than those that will at some time in the future replace them – the renewable energy and energy efficiency industries.”

CSIRO chief scientist Dr David Brockway says the technology required to reduce greenhouse emissions is not viable for industry.

“It has to be borne in mind that anything we are going to do to reduce greenhouse gas emissions and intensity from the Australian economy will come at a cost,” he said. “What we are doing at the moment is doing research to try and reduce the size of that additional cost. I would say in a five to 10 year timeframe a number of these technologies will become viable.”

An AP6 communique issued at the end of the conference said reductions in greenhouse gases must be achieved without hindering economic growth – “the partnership aims to mobilise domestic and foreign investment into clean and low-emission technology by fostering the best possible enabling environments,” it states. Some of the world’s big mining and energy firms attended the talks and pledged to improve efficiency.

Green groups, who were left out of the conference, say the talks were aimed at subverting Kyoto – which obligates some 40 developed countries to cut greenhouse emissions by 5 percent below 1990 levels during 2008-2012. “Basically, they haven’t agreed to do anything in terms of serious commitment,” said Monash University climate change expert Professor Amanda Lynch. The United States and Australia refuse to sign Kyoto claiming its mandatory greenhouse gas cuts would threaten economic growth.

Australian Prime Minister John Howard said, “experience has taught us that seeking arbitrary targets doesn’t result in achieving practical solutions to global climate change.” Mr Howard stressed the importance of maintaining economic growth to alleviate poverty, while cutting greenhouse emissions.

He said the summit had injected “an overdue dose of realism into the debate about climate change. We believe it is possible to tackle issues of greenhouse gas emissions and the challenge of climate change without reducing living standards,” he said. “The world will go on using fossil fuels for many years into the future because it’s more economic to do so. So therefore it’s elementary commonsense that you should try and make the use of fossil fuels more greenhouse gas sensitive, you should try and clean up the use of fossil fuel,” he said.

The World Wildlife Fund (WWF) have dismissed Mr Howard’s comments as misleading and irresponsible. The WWF’s chief executive Greg Bourne said, “in my whole business career, I have never seen a more misleading public statement as that… If the statements made today become a reality, this will lock us in to a four-degree rise in global average temperatures, when two-degrees is considered extremely dangerous,” he said. “There couldn’t be anything more irresponsible than to knowingly embark on a path towards massive increases in emissions and runaway global warming.”

The AP6 nations said in the final communique that the eight public/private partnership taskforces created at the conference, will draw up action plans by the middle of 2006 on issues including renewable energy, power generation, cleaner fossil fuels and coal mining.

Environmentalists said the Sydney pact was doomed to fail because it did not impose targets on its members which comprise nearly half of humanity. The New South Wales Nature Conservation Council said the group’s voluntary approach was a “licence for government and business to do nothing”. “Without any incentives or penalties there is no reason for industry to move away from burning polluting coal and oil,” said the council’s Cate Faehrmann.

The AP6 countries encompass: 49 per cent of world GDP; 48 per cent of the world energy consumption; 48 per cent of global greenhouse gas emissions; and 45 per cent of the world’s population.

Many scientists say global warming is melting glaciers, raising sea levels and will cause more intense storms, droughts and floods. Current levels of carbon dioxide and methane in the atmosphere are higher now than at any time in the past 650,000 years, research from Antarctic ice cores shows.

Bush’s Iraq ‘Strategy’ seen as public relations exercise

The US commander of the Multinational Security Transition Command in Iraq said that he had no knowledge of the National Strategy for Victory in Iraq document released by the US President. This, along with speculation that the document was chiefly authored by a public opinion analyst recruited by the White House have led to some critics claiming that the drafted ‘strategy’ is targeting US public opinion, not the Iraqi insurgency.

The military, political and economic strategy for Iraq, outlined last week by President Bush in a speech at the Naval Academy in Annapolis, Maryland, was based by a 35-page document titled the National Strategy for Victory in Iraq. A metadata tag on the document posted on the White House website identified its author as a computer user ‘feaver_p’. It is believed to refer to Dr. Peter D. Feaver, a special advisor to the National Security Council staff.

A political scientist at Duke University, Dr. Feaver analyzed public opinion polls about the Iraq war and attitudes towards war casualties. Dr. Feaver found that US public opinion will support military engagement abroad, despite growing casualties, provided that the public believed that the war was being fought for a worthy cause and that victory was achievable.

Dr. Feaver was one of the people who helped “conceive and draft” the document, according to a White House staffer, who said that Meghan L. O’Sullivan, the deputy national security adviser for Iraq and Afghanistan, and her staff played a larger role. White House officials confirmed to the New York Times that the document’s “creation and presentation strongly reflected the public opinion research”.

The document “reflects the broad interagency effort under way in Iraq” according to an NSC spokesman Frederick Jones and had received major contributions from the Departments of Defense, State, Treasury and Homeland Security, as well as the director of National Intelligence.

On Friday, Lt. Gen. Martin Dempsey, whose Multinational Security Transition Command is responsible for building Iraq’s security forces, told reporters that he had seen the strategy document for the first time when it was released to the public. The White House had said that not all senior officers in Iraq had necessarily seen the document and Gen. Peter Pace, the chairman of the Joint Chiefs of Staff, has said that he had read and critiqued the document on several occasions.

Earlier, replying to questions about the President’s strategy, White House press secretary Scott McClellan said that the document was an “inter-agency document” and an “unclassified version” of the administrations “strategy for victory in Iraq” published for the public to view.

Christopher F. Gelpi, of Duke University, who co-authored Dr. Feaver’s work titled Casualty Sensitivity and the War in Iraq, stated, “The Pentagon doesn’t need the president to give a speech and post a document on the White House Web site to know how to fight the insurgents. The document is clearly targeted at American public opinion.” In their work together, Gelpi, Feaver and Reifler found that the most important factor which determines the US public’s tolerance for US military deaths in a war is the public’s beliefs about the likelihood of success, and a secondary, but still important, factor, was found to be the public’s belief in the rightness of a war.

Canada, U.S. to tighten security between ‘cross-border’ library

The Royal Canadian Mounted Police (RCMP), the United States Border Patrol and local officials from both sides are looking into tightening security at a Quebec library. The library has been deliberately on the border of Canada and the U.S. since it was built in 1904 by American sawmill owner Carlos Haskell and Canadian wife Martha Stewart Haskell for availability to both countries.

At Haskell Free Library and Opera House, in Rock Island, Quebec, a black line diagonally runs across the center of the library to mark the international border. Ironically the line puts the seats in the U.S. and the opera stage in Canada.

Both towns share the same water supply, sewer systems and emergency crews thus they cross the border without going against the law. In total, there are three streets that cross the border and there are cameras on both sides to monitor illegal activity, but that doesn’t tighten border security enough officials say.

“There’s been an increase in illegal activity, both north and south, in the last little while,” said operations officer for the Border Patrol’s Swanton sector, Mark Henry.”There have been some significant cases. This all fits in to the larger picture of the Border Patrol strategy to gain operational control of our borders.”

“I don’t think they’re aiming at people who go pick up groceries and come back. It’s people that want to use this in a bad way,” says Cpl. Luc Bessette, a spokesman for the RCMP.

To enter the U.S. at Haskell Free Library and Opera House, in Rock Island, Quebec, all one needs is directions to go to Stanstead, Quebec, directions to the local library and walk through the doors; they have illegally entered Derby Line, Vermont, U.S. If one walks across from Stanstead St. to Derby Line they will be at the checkout in the U.S., go to the library from Derby Line to Stanstead St. and they have officially entered back into Canada. The international border also is on Canusa St., a residential street in Stanstead, Quebec and Beebe Plain, Vermont.

If someone wants to see their neighbour across the street, they would be re-entering the U.S. Anyone who comes from Stanstead St. to Derby Line, to visit their neighbour, must report to Customs or they could be sent to jail for illegally entering. However, residents do not need to notify Customs if they cross the border inside buildings.

Currently, the front door is in Vermont and if Quebecers couldn’t enter the front they would have to go through the back way. If Americans wanted to park in the parking lot they couldn’t because it is legally in Canada.

A meeting will take place this 19 June at 7 p.m. local time asking whether residents want to prevent people from crossing the border regularly or, in some cases, illegal crossings. During a meeting last Thursday in Stanstead, Quebec, local officials from both countries (towns) said border walls and fences will not be put up due to local residents’ concerns. They say there are other alternatives.
