Duncan Hunter is an American politician who has been a Republican member of the House of Representatives since 1981 from California’s 52nd congressional district in northern and eastern San Diego. It was previously numbered the 42nd District from 1981 to 1983 and then the 45th District from 1983 to 1993. Hunter was the chairman of the House Armed Services Committee during the 109th Congress. Hunter is currently seeking the Republican Party nomination for President of the United States. Below is David Shankbone’s interview with the Congressman.

Buffalo, New York —A proposed hotel that was supposed to be built at the corner of Elmwood and Forest Avenues in Buffalo, New York is apparently off the table. The former proposal was going to be called The Elmwood Village Hotel and would have consisted of 72 rooms and cost between $7 to $10 million American dollars to build.

Today several unknown individuals were seen removing a sign that was dedicated to the “Elmwood Village Gateway,” which signifies the beginning of the Elmwood Village at the formerly proposed project’s location.

Nearly an hour later the men replaced the sign with a different and unexpected sign: “For Sale: 5 commercial parcels and 1 carriage house, By: Owner.” Those 5 “parcels” are 1109-1121 Elmwood and 999 Forest Avenue, which is located in an illegal alley, according to the City of Buffalo, behind the 5 other properties on Elmwood. Hans Mobius owns all properties named in the sale.

Sam Savarino, CEO of Savarino Companies never owned the properties and has repeatadly told Wikinews in exclusive interviews that he still had a “contract to buy the properties” and on October 2, 2006 told Wikinews in an exclusive interview that he “extended” the “agreement to purchase the property[s] and will have it under contract for what we hope is a sufficient period of time.”

“He [Mobius] is undoubtedly concerned because he has lost some tenants and is a bit impatient. I think he has properly portrayed the situation,” said Savarino in an exclusive interview with Wikinews.

Savarino also says that there may be “legal issues” to work out now, before anything else can move forward, regarding the proposal.

“There are some legal complexities that must be sorted out before anything can happen there,” added Savarino.

The welcome sign was; however, not removed entirely. The sign was placed, facing the same direction of north, on the side of the Forest Plaza Art Gallery, a new art gallery located on the corner of Forest and Elmwood.

Nancy Pollina, owner of Don Apparel which was located at 1109 Elmwood, but closed on October 14, 2006 considers this a possible “victory” in regards to the lawsuit filed against the hotel to stop it from being built, alleging that several laws were broken, including not performing an Environmental Impact Study before the proposal was approved by the city, during its approval and the proposal was “rushed.” Patricia Morris, who operates Don Apparel with Pollina, Angeline Genovese and Evelyn Bencinich, owners of residences on Granger Place which abut the rear of the proposed site, Nina Freudenheim, a resident of nearby Penhurst Park, and Sandra Girage, the owner of a two-family residence on Forest Avenue less than a hundred feet from the proposed hotel’s sole entrance and exit driveway, were also plaintiffs in the lawsuit. They filed the suit with a lawyer representing them, Arthur J. Giacalone, on April 25, 2006 in New York State Supreme Court, but the case has never gone to a courtroom.

Giacalone believes that a press release issued in July regarding the project was nothing but a statement to “save face,” but that the placement of the for sale sign might be a way of convincing Savarino to speed up the sale of the properties.

“I thought all along that Savarino’s July press release might be no more than an effort to save face. But we have no way of knowing. Similarly, Mobius might have put the for-sale sign up in an attempt to pressure Savarino into closing the deal. There’s no way to tell,” said Giacalone in an exclusive interview with Wikinews.

In regards to the lawsuit, Giacalone thinks it may now be in “limbo.”

“The lawsuit still sits in limbo,” added Giacalone.

Obama, Romney battle over foreign policy in final U.S. presidential debate

2012 US presidential election candidates Barack Obama and Mitt Romney took part Monday in their third and final presidential debate at Lynn University in Florida. The topic of the debate was foreign policy and the candidates discussed the Arab Spring, Iran, and Mali, among other issues.

Mr. Obama criticised Mr. Romney’s foreign policy positions as “all over the map”. “Every time you have offered an opinion you have been wrong.” “You said we should have gone into Iraq, despite the fact there were no weapons of mass destruction. You said we should still have troops in Iraq to this day. You said we shouldn’t be passing nuclear treaties with Russia.” Mr. Romney countered saying Mr. Obama had failed to take proper advantage of the Arab Spring: “I congratulate him on taking out Osama bin Laden and going after the leadership of al-Qaeda, but we can’t kill our way out of this mess”.

Mr. Romney said Mr. Obama was proposing military budget cuts. He said “the highest responsibility of the President of the United states … is to maintain the safety of the American people, and I will not cut our military budget by a trillion dollars… That in my view is making our future less certain and less secure”. Mr. Obama accused Mr. Romney of not properly understanding modern defense priorities. “You mention the navy, for example, and that we have fewer ships than we did in 1916. Well Governor, we also have fewer horses and bayonets. Because the nature of the military has changed. We have these things called aircraft carriers, where planes land on them. We have these ships that go underwater, nuclear submarines”.

Mr. Romney criticized his opponent for visiting the Middle East on an “apology tour”, and said he would be tougher with Iran. “I think from the very beginning, one of the challenges we’ve had with Iran is that they have looked at this administration and felt that the administration was not as strong as it needed to be. We’re four years closer to a nuclear Iran and we should not have wasted these four years.” Mr. Obama said he would stand with Israel against Iranian threats but added that the main national security concern was terrorist networks. He said his administration had focused on “those who actually killed us on 9/11” and said that under his leadership, “al-Qaeda’s core leadership has been decimated”. Mr. Romney said northern Mali had been taken over by “al-Qaeda-type individuals” .

Mr. Romney criticized China for “holding down artificially the value of their currency”. He added “on day one, I will label them a currency manipulator, which allows us to apply tariffs where they’re taking jobs.” Mr. Obama countered saying under Mr. Romney’s policy America would be “buying cars from China instead of selling cars to China”.

A poll, taken by CBS straight after the debate, indicated 53% of voters thought Mr. Obama had done better, while only 23% thought Mr. Romney had done better.

Both candidates now have plans for continued campaigning ahead of the election on November 6. Mr. Obama is to travel through Ohio, Florida, Virginia, Iowa, Colorado, and Nevada as well as appearing on The Tonight Show with Jay Leno in a two-day “America Forward Tour”. Mr. Romney is to hold two joint rallies with his vice-presidential candidate Paul Ryan in Nevada and Colorado before going on to campaign in Iowa and Ohio. Mr. Romney’s advisers said he would also consider making a speech on government spending and debt in the next few days.

Latest trial of the One Laptop Per Child running in India; Uruguay orders 100,000 machines

India is the latest of the countries where the One Laptop Per Child (OLPC) experiment has started. Children from the village of Khairat were given the opportunity to learn how to use the XO laptop. During the last year XO was distributed to children from Arahuay in Peru, Ban Samkha in Thailand, Cardal in Uruguay and Galadima in Nigeria. The OLPC team are, in their reports on the startup of the trials, delighted with how the laptop has improved access to information and ability to carry out educational activities. Thailand’s The Nation has praised the project, describing the children as “enthusiastic” and keen to attend school with their laptops.

Recent good news for the project sees Uruguay having ordered 100,000 of the machines which are to be given to children aged six to twelve. Should all go according to plan a further 300,000 machines will be purchased by 2009 to give one to every child in the country. As the first to order, Uruguay chose the OLPC XO laptop over its rival from Intel, the Classmate PC. In parallel with the delivery of the laptops network connectivity will be provided to schools involved in the project.

Saturn moon Enceladus may have salty ocean

NASA’s Cassini–Huygens spacecraft has discovered evidence for a large-scale saltwater reservoir beneath the icy crust of Saturn’s moon Enceladus. The data came from the spacecraft’s direct analysis of salt-rich ice grains close to the jets ejected from the moon. The study has been published in this week’s edition of the journal Nature.

Data from Cassini’s cosmic dust analyzer show the grains expelled from fissures, known as tiger stripes, are relatively small and usually low in salt far away from the moon. Closer to the moon’s surface, Cassini found that relatively large grains rich with sodium and potassium dominate the plumes. The salt-rich particles have an “ocean-like” composition and indicate that most, if not all, of the expelled ice and water vapor comes from the evaporation of liquid salt-water. When water freezes, the salt is squeezed out, leaving pure water ice behind.

Cassini’s ultraviolet imaging spectrograph also recently obtained complementary results that support the presence of a subsurface ocean. A team of Cassini researchers led by Candice Hansen of the Planetary Science Institute in Tucson, Arizona, measured gas shooting out of distinct jets originating in the moon’s south polar region at five to eight times the speed of sound, several times faster than previously measured. These observations of distinct jets, from a 2010 flyby, are consistent with results showing a difference in composition of ice grains close to the moon’s surface and those that made it out to the E ring, the outermost ring that gets its material primarily from Enceladean jets. If the plumes emanated from ice, they should have very little salt in them.

“There currently is no plausible way to produce a steady outflow of salt-rich grains from solid ice across all the tiger stripes other than salt water under Enceladus’s icy surface,” said Frank Postberg, a Cassini team scientist at the University of Heidelberg in Germany.

The data suggests a layer of water between the moon’s rocky core and its icy mantle, possibly as deep as about 50 miles (80 kilometers) beneath the surface. As this water washes against the rocks, it dissolves salt compounds and rises through fractures in the overlying ice to form reserves nearer the surface. If the outermost layer cracks open, the decrease in pressure from these reserves to space causes a plume to shoot out. Roughly 400 pounds (200 kilograms) of water vapor is lost every second in the plumes, with smaller amounts being lost as ice grains. The team calculates the water reserves must have large evaporating surfaces, or they would freeze easily and stop the plumes.

“We imagine that between the ice and the ice core there is an ocean of depth and this is somehow connected to the surface reservoir,” added Postberg.

The Cassini mission discovered Enceladus’ water-vapor and ice jets in 2005. In 2009, scientists working with the cosmic dust analyzer examined some sodium salts found in ice grains of Saturn’s E ring but the link to subsurface salt water was not definitive. The new paper analyzes three Enceladus flybys in 2008 and 2009 with the same instrument, focusing on the composition of freshly ejected plume grains. In 2008, Cassini discovered a high “density of volatile gases, water vapor, carbon dioxide and carbon monoxide, as well as organic materials, some 20 times denser than expected” in geysers erupting from the moon. The icy particles hit the detector target at speeds between 15,000 and 39,000 MPH (23,000 and 63,000 KPH), vaporizing instantly. Electrical fields inside the cosmic dust analyzer separated the various constituents of the impact cloud.

“Enceladus has got warmth, water and organic chemicals, some of the essential building blocks needed for life,” said Dennis Matson in 2008, Cassini project scientist at NASA’s Jet Propulsion Laboratory in Pasadena, California.

“This finding is a crucial new piece of evidence showing that environmental conditions favorable to the emergence of life can be sustained on icy bodies orbiting gas giant planets,” said Nicolas Altobelli, the European Space Agency’s project scientist for Cassini.

“If there is water in such an unexpected place, it leaves possibility for the rest of the universe,” said Postberg.

Newly released script from 1970s would have been used as announcement after nuclear attack in UK

A script prepared by the British Broadcasting Corporation (BBC) and the Government of the United Kingdom in the 1970s, and released today, shows the text of the radio announcement that would be made in case of a nuclear attack on Britain.

The script was released by The National Archives, and it was discussed during the years from 1973 to 1975, as an act of preparation for a nuclear attack. This increased concern occurred due to the ongoing Cold War.

The script started by saying “This is the Wartime Broadcasting Service. This country has been attacked with nuclear weapons. Communications have been severely disrupted, and the number of casualties and the extent of the damage are not yet known. We shall bring you further information as soon as possible. Meanwhile, stay tuned to this wavelength, stay calm and stay in your own homes.” It emphasised people should not leave their homes: “Remember there is nothing to be gained by trying to get away. By leaving your homes you could be exposing yourselves to greater danger.”

“If you leave, you may find yourself without food, without water, without accommodation and without protection. Radioactive fall-out, which follows a nuclear explosion, is many times more dangerous if you are directly exposed to it in the open. Roofs and walls offer substantial protection. The safest place is indoors.”

The script continued by telling citizens to “make sure gas and other fuel supplies are turned off and that all fires are extinguished,” before telling the listener to “use your water only for essential drinking and cooking purposes.”

“Make your food stocks last: ration your supply, because it may have to last for 14 days or more,” continued the script. “If you live in an area where a fall-out warning has been given, stay in your fall-out room until you are told it is safe to come out.”

The script finishes people by telling people to turn off their radio to conserve energy.

The documents were released under Britain’s Freedom of Information Act, and it also said that all reports should be given out in an authoritative and comforting tone. It also contains letters from the Ministry of Posts and Telecommunications which describe how the use of a familiar voice will assure listeners that the BBC has not been obliterated.

UK fighters confront Russian bombers over international waters

Last week, RAF Leuchars in Fife scambled two Tornado F3 interceptors, when radar detected two Tupolev Tu-142 Bear Bombers and the alarm was sounded “Bears in the Air”.

The RAF would not disclose the exact time of the incident, which was to the north of the Outer Hebrides. It did say that no contact was made between the aircraft.

The Russian Bear Foxtrot bombers are renowned maritime raiders that regularly probed the United Kingdom’s airspace during the Cold War.

The Russian aircraft were snooping on Neptune Warrior, a Royal Navy exercise taking place near the Outer Hebrides last week. Neptune Warrior was a live-fire naval training exercise involving warships, submarines and aircraft that took place between April 22 and May 3.

The Russians obviously thought it might be worth coming to have a look at what we were up to and probably take some photos. It’s a throwback to the Cold War when they used to fly in regularly to poke and prod at the edges of British airspace and test our reaction times. It’s normal to let such aircraft know we’re there by pulling up alongside them and they left quietly. The whole encounter probably lasted 20 minutes.
 

The Tornado’s watched the Russians for approximately 15 minutes until the bombers returned to their home base in Murmansk.

This aircraft dates back to the 1950s and although the air frame might look dated it is still highly effective in terms of long-range maritime reconnaissance. These used to fly over the North Sea and the Greenland Gap daily during the Cold War and, while rare today, it’s by no means a unique occurrence. It’s nice to know the Russians are out and about again. The exercise was in international waters and the Russians have got just as much right to be there as we have. We do it to them, they do it to us. All the RAF is doing is telling them: We could do this for real if we wanted to, so go and tell your mates back home.’
 

During the Cold War in the 1970s and 1980s, Soviet spies were sometimes spotted watching from the perimeter of RAF stations to time exactly how long it took jets to take off and intercept Bear bombers, probing the United Kingdom’s defences and testing the response. Nato pilots in those days were well accustomed to an almost daily aerial game of cat-and-mouse.

Squadrons of Phantom interceptors were on constant quick-reaction standby through the 1970s and 1980s to deal with the threat of Soviet long-range bombers engaging in a long-range attack on Great Britain. The Bears can carry an arsenal of missiles, some nuclear-tipped, to strike NATO warships blocking the entrance to the vital North Atlantic sealanes between the United States and Europe.

In July, the Tornado will be replaced by the new Eurofighter Typhoon. Currently, RAF personnel on scrambling duty spend most of their time on counter-terrorist missions, checking out commercial airliners approaching Britain in ways that arouse suspicion, either because they have taken the wrong flight path or because the pilot has not contacted ground control.

Chinese yuan revalued against dollar

The government of China has decided to stop its currency peg to the U.S. dollar. The country will revalue its currency, the yuan, for the first time in a decade. This comes after international pressure from Western countries, especially from the United States. The yuan will now be linked to a variety of different currencies.

The People’s Bank of China has announced a 2.1% revaluation increase which will allow the yuan to fluctuate +/- 0.3 yuan in daily trading. This means, like other currencies, that closing prices one day become opening prices the next day.

The U.S. government has been pressuring China to revalue its currency since China joined the WTO. The U.S. said that China has kept the yuan up to 40% under its real value to increase exports, thus giving China an unfair advantage against western industrial competitors as well as industry in developing nations.

Since the announcement the yuan has strengthened to 8.11 yuan to the US dollar instead of 8.28 as it has been for the last ten years. This means the yuan is more expensive and that Chinese goods will become more expensive in western countries.

Economic growth in China might also slow down, but it has been soaring for the last several years. This could have serious consequences in China, but a People’s Bank of China person has said that the exchange rate will be “basically stable”.

China linked the yuan to the dollar in 1997 during the major economic crisis in Asia. This has provided the stability which has allowed the Chinese economy to grow over the last ten years. This move will make China vulnerable to future financial fluctuations.

This move could also mean that the US dollar would fall if China switches from holding dollars to holding for example the euro or other strong currencies.

Four people die after contracting H1N1 swine flu virus in West Midlands, England

Four people from the NHS West Midlands in England have died after contracting the H1N1 swine flu virus. With these deaths, the number of people that have been killed in the West Midlands from the disease has now increased to 19.

NHS West Midlands has said that the number of people admitted to hospitals in the region with the disease this week was 203, whereas last week there were 146. It was also said that the number of inpatients taken into hospitals in the area was 95 from this Wednesday onwards.

Dr. Rashmi Shukla, the regional director of Public Health in the National Health Service, said about the incident: “We would expect to see a rise in respiratory illness, such as swine flu, at this time of year, and we would like to remind people that they should continue to adhere to good respiratory and hand hygiene practices to reduce chances of the virus spreading.

“Unfortunately there have been a further four swine-flu related deaths and our thoughts are with the families of these patients at this very sad time. The vaccination programme has started well across the West Midlands. It is very important that frontline health and social care workers in the West Midlands have this vaccine to protect themselves, their families and their patients.”

Blue Security anti-spam community target of large-scale spam attack

Beginning Monday morning, many BlueFrog and Blue Security users began receiving an email warning them that if they did not remove their email addresses from the Blue Security registry, they would begin to receive huge amounts of unsolicited email. As quickly as four hours after the initial warning message, some users began to receive an unprecedented amount of spam. Most of the messages were simply useless text. Users reported that Blue Security’s website was unavailable or extremely slow in responding.

Blue Security is an online community dedicated to fighting spam. As they became more popular, their member list increased substantially. The members’ email address is encrypted and added to a list of e-mail addresses that wish to stop receiving spam. Blue Security maintains the encrypted list, which uses an encrypted hash function. Spammers are encouraged to remove all addressed from their email list that are also in Blue Security’s Do Not Intrude Registry by using free compliance tools available at Blue Security’s web site.

According to Blue Security’s web site, “A major spammer had started spamming our members with discouraging messages in an attempt to demoralize our community. This spammer is using mailing lists he already owns that may contain addresses of some community members.” Reportedly, Blue Security has received complaints from users about spam allegedly sent from Blue Security promoting their anti-spam solution and web site.

Blue Security states they are “an anti-spam company determined to fight spam and as such never has and never will send unsolicited email.” There are also reports of non-users of BlueSecurity/BlueFrog receiving the warning emails, which now seems is also being sent to email addresses of people who have never added their email address to Blue Security’s Do Not Intrude Registry.
