Friday, April 7, 2006Legislators in the Massachusetts General Court, their name for the state legislature, approved legislation on Tuesday, April 4, that would make it the first state in the United States to require all residents to have health insurance and impose penalties for non-compliance. Massachusetts Governor Mitt Romney, a Republican who is expected to run for U.S. President in 2008, is expected to sign the bill.

The bill passed the lower house, the Massachusetts House of Representatives by a vote of 155-2, and unanimously by the state senate. The Democratic Party holds supermajorities in both houses of the legislature.

Among the bill’s provisions are these:

1. Businesses that employ more than 10 people are required to provide health insurance for all staff or face fines of $295 per year per uninsured worker.
2. Individuals will be required to enroll in a health plan by July 1, 2007, or face tax penalties.
3. Health insurers will provide partially to fully subsidized coverage for low-income residents.

At least one other state (Hawaii) requires employers to provide employee health insurance, but no other state holds individuals accountable for coverage.

Journalist, counselor, painter, and US 2012 Presidential candidate Joe Schriner of Cleveland, Ohio took some time to discuss his campaign with Wikinews in an interview.

Schriner previously ran for president in 2000, 2004, and 2008, but failed to gain much traction in the races. He announced his candidacy for the 2012 race immediately following the 2008 election. Schriner refers to himself as the “Average Joe” candidate, and advocates a pro-life and pro-environmentalist platform. He has been the subject of numerous newspaper articles, and has published public policy papers exploring solutions to American issues.

Today was the first day of a civil suit by Charnesia Corley against the Harris County police department for what her lawyers decide as a sexual assault by two sheriff’s deputies in 2015.

A lawyer for Charnesia Corley has released a dashcam video that shows what they claim is two Harris County, Texas police officers, one male and one female, sexually assaulting their client during a roadside traffic stop in the form of a body cavity search to which Corley did not consent and for which they did not have a warrant.

In June 2015, sheriff’s deputies pulled over Charnesia Corley, then 20, at a Texaco garage in Texas for alleged traffic violations. She was then handcuffed while they searched her car for illegal substances. As shown on the video, deputies then held Corley down, pulled off her clothes below the waist, and one female officer examined her with a flashlight for approximately eleven minutes. Corley says the deputy also put her fingers inside her vagina.

Corley’s lawyer Sam Cammack said, “When you stick your fingers in somebody without their effective consent, that’s rape in any state that I know of.”

After the incident, Corley was charged with possession of 0.02 ounces (about half a gram) of marijuana and resisting arrest, but both were later dropped.

Officers William Strong and Ronaldine Pierre were charged with official oppression, but a pair of grand juries decided not to take the matter to trial. It was not, at that time, illegal for deputies to perform what the lawsuit calls a “visual strip search” without a warrant. Corley is still legally permitted to sue for damages in civil court.

Andrea J Ritchie, author of Invisible No More: Police Violence Against Black Women and Women of Color, told the press, “When they’re violating the bodies of black women, I think there’s this perception in society that that’s par for the course, that that’s to be expected and that combines with these profiles of black women as drug couriers, drug concealers, as people who are always hiding drugs in some part of their body.”

The two deputies are to resume active duty, according to their sheriff.

The state of Texas has already passed a law forbidding police from performing roadside body cavity searches, but it did not go into effect until after the incident with Corley.

New York City Mayor Michael Bloomberg is prepared to spend one billion dollars of his own money for a 2008 White House bid, the Washington Times reports, citing his friends and “close associates” .

However, Mayor Bloomberg yesterday made light of Senator Chuck Hagel‘s suggestion that Bloomberg could run as an independent with Hagel as running mate. Bloomberg has so far denied that he is running but has not ruled out the possibility either.

Media reports speculate that Bloomberg is considering a run if the Democratic and Republican nominees cater more to the parties’ bases, leaving room for an independent candidate who can attract moderate voters for both camps.

TIME magazine reports that Bloomberg was at first ready to consider spending US$500 million for a presidential run.

Michael Bloomberg could have more money than either party candidates, former FEC chairman Michael E. Toner told the Times. Those funds would come in handy to mobilize the thousands of petitions needed to qualify for a run in some states.

The Washington Times also has reports of a Bloomberg adviser saying some people involved with John McCain‘s Presidential Campaign are prepared to leave and join Bloomberg’s campaign if he does indeed run.

Bloomberg’s advisers have also said that they have been studying and learning from Ross Perot‘s Presidential campaign in 1992. They have called and talked with Perot’s former advisers and campaign workers to learn from their mistakes and experience.

Bloomberg made his fortune with his company Bloomberg L.P., a financial news and data company. Forbes magazine ranked him 44th on a list of wealthiest Americans and 142nd on a list of billionaires worldwide. His net worth is estimated at US$5.5 billion.

New Paltz, New York — More than 350 U.S. students took part in a demonstration Friday outside the SUNY New Paltz Student Union Building where student leaders used a bullhorn from the rooftop to rally the gathering on the concourse below. University police dispersed student leaders from the roof which was followed by more than 100 students storming the Haggerty Administration Building (HAB).

During the 2004–2005 academic year, students lobbied for a $10 million renovation project for their Student Union Building, which has not been renovated since its construction more than 30 years ago.

HAB spokesman Eric Gullickson said that the supplemental appropriation for the project is the largest in the history of the college and that the six-member advisory committee includes three students but that; “the Student Association, which was offered the first seat on this committee, declined the opportunity,” Gullickson said.

Student leaders, including Student Body President R.J. Partington III and Student Senate ChairJustin Holmes, who played a role in organizing this demonstration, testified during the Spring 2005 semester before the New York State Assembly Committee on Higher Education, eventually winning the renovation project. Holmes says that Gullickson’s assertions are; “an out-and-out lie. The SA was never offered such a seat. We were offered 1 seat on a seven seat committee, with the administration selecting the other six members.”

The major arguments for a capital project on the Student Union Building were that it:

• did not accommodate organizations and organization office needs
• lacked crucial technology for student mobilization
• was built for a student population less than half the size of 2005, and
• was one of the longest standing Student Unions in the SUNY system which had not undergone a renovation

During the Fall 2005 semester the HAB claimed that it would oversee the renovation project, citing the need for a larger lobby and bookstore.

The Kingston Daily Freeman reported:

The crystallizing issue for the demonstration was the upcoming $10 million renovation of the Student Union building. The renovation, scheduled to begin in about two years, will be the first major change to the building since it was built 34 years ago, according to college spokesman Eric Gullickson, who said the supplemental appropriation for the project in the state budget is the largest in the college’s history.

Gullickson also said that a six-member committee had been formed to guide the design process, but student leaders, including Partington, were told that the proposed committee would be seven members, including four non-students and two students who were appointed by the HAB.

“No matter the size and makeup of the HAB’s so-called renovation committee, it has nothing to do with the actual renovation process, which will be administered by a student committee, with input from other parties of course considered,” responded Holmes.

During the Fall 2005 semester, Student Body President R.J. Partington III attempted to negotiate with Administrators, including HAB President Steven G. Poskanzer, over the project.

The HAB refused to concede to student demands.

At this point, the Student Senate passed legislation proclaiming that the project would be overseen by a committee where students constitute a majority, and Partington announced that he “did not recognize and would not sit on” any committee that did not meet the needs of students.

Vice President of Acacdemic Affairs & Governance, Stephanie Adika said, “If the HAB won’t even listen to us about our own building, how are they going to listen to us about all the other problems the students have with SUNY New Paltz.”
